it definitely depends on the agency. A really good agency looking will have a pretty wide spectrum. They'll want models who are better fit for high end jobs, or high fashion (the big designer money makers). They'll usually also choose people who are better suited for more commercial work, but no matter what, they want something original. They have a desired height and weight range. Nowadays they want people who are both thin and healthy, not anorexic because it gets them into trouble society wise and sometimes legally. Looking good or fresh naturally is very important. Sleazies can find jobs elsewhere. Attitude and personality are also important. Confidence, but not over the top. And anything else any other employer would look for in a good employee, such as good etiquette, being able to take criticism, taking directions well, etc.

Well the agency I went to, they had a wall of their models. And those models had exotic, and original looks. They told me they were looking for fresh faces, or in other words a look that hasn't been created before. Just like Kate Moss who created the waif look, (which I think is a huge step back for the world for women) But anyway the agent also told me and my twin they were looking for outgoing and shy twins because those are what gets most of the jobs. That's in Hawaii I don't know about the Continental U.S. though.

agencies pick models on god given features,no overdone eyebrow plucking or 3 inch acrylic nails,they look at the features you are naturally blessed with.
