Working as a model and as an employee of a model agency is 2 different things.
If you want to work as an employee in Japan, you must get 4-year degree to have working visa of Japan, first of all.
As with any job, you are going to have to find an agency that will sponsor you and provide a work visa. This is not going to be easy. It moves into the realm of the ‘virtually impossible’ if you can’t at least speak fluent Japanese. Reading and writing would increase your chances. Now, do you have those skills? If not, you should realize developing such skills will not be all that easy, and that is probably an understatement.
As for finding Japanese modeling agencies this is going to be VERY difficult. You have to open up your browser and type in ‘Japanese modeling agencies’. You’ll have to click on the links that come up. To save you some time, here is one of the links that I came up with when I went through that ‘oh, so difficult’ process.
